Regulation is not a single cost but a layer on nearly every line of a project budget. Building codes shape the hard costs of the structure. Mandates such as inclusionary zoning or prevailing wage change either revenue or cost.
None of this means regulation is bad. Fire codes save lives, accessibility rules open homes to more people, and environmental review protects real resources.
